Why lake expertise matters

Lake Panorama is not a Des Moines suburb with a bigger yard.

Lake Panorama is Iowa’s largest private lake development: about 1,160 acres of lake surface and more than 30 miles of shoreline, governed by the Lake Panorama Association (LPA), formed in 1968 and representing more than 1,750 member property owners, with more than 1,100 residences. The lake sits in an unincorporated area of Guthrie County north of Panora. The dam on the Middle Raccoon River filled in 1970. That private-association structure is the first reason to use an agent with specific lake knowledge.

A typical metro listing checklist does not cover LPA membership and assessments, dock and watercraft stickers, shoreline and building permits, or how waterfront frontage and cove versus main-basin location change both comps and buyer demand. Missing those details can waste showings, underprice a waterfront home, or leave a buyer surprised after closing. RAW’s job is to put those lake-specific facts on the table before you list or write an offer.

LPA membership, dues and rules

Per LPA, you become a member by purchasing property inside the Lake Panorama development and completing a membership application. LPA finances operations through a board-set schedule of property assessments across eight property classes—from a waterfront lot with a house to a “C” lot without a lake or golf-course view—plus annual fees for camping and watercraft stickers. Dues and assessments are billed on LPA’s annual cycle; boat or camping stickers are not issued until the account is current.

LPA is separate from the City of Panora. Association FAQ guidance is clear: questions about LPA roads, potable water, building regulations or other property inside LPA boundaries go to the LPA office (5006 Panorama Drive), not City Hall. Utilities such as MidAmerican Energy, Guthrie County REC and Panora Telco are contacted separately.

Docks, shoreline, boats and building approvals

Boat access is limited to LPA members. Members need current Iowa DNR registration and current LPA stickers on the vessel before it goes in the water. Stickers require LPA office registration, a security inspection and a current account. LPA publishes maximum lengths and horsepower limits (for example, non-pontoon boats up to 24 feet including swim platforms; pontoons up to 27 feet including swim platforms; separate PWC limits). Used docks or lifts brought from elsewhere must be inspected and held out of the water for a minimum period under LPA’s invasive-species rules.

Building and shoreline work run through LPA building codes and permits. LPA requires permits for new homes, additions, garages, sheds, fences, pools, decks, permanent docks and other listed structures, plus land-disturbing permits for landscaping or dirt work within 100 feet of the water (or over 1,000 square feet). Those rules affect how you price repairs, how you market a lot, and what a buyer should budget after closing.

Waterfront, water-view, golf and off-water lots

Pricing at the lake is not one number. Waterfront frontage, cove versus main-basin location, dock and shoreline condition (including seawalls or riprap), and whether a lot is water-view, golf-adjacent or off-water all change the buyer pool and the comps. LPA’s own assessment classes already distinguish waterfront homes from lots without a lake or golf view. Sellers need comps that match lot type and shoreline quality. Buyers need to inspect docks, lifts and bank protection with the same care they give the house.

Amenities, schools and seasonal buyers

LPA amenities include three member beaches—Boulder Beach (east side, with sports courts), Shady Beach and Sunset Beach (west side)—with swimming areas, docks, restrooms, playgrounds and reservable shelters. Lake Panorama owns two golf courses operated by LPN, LLC (a wholly owned LPA subsidiary), both open to the public: the 18-hole par-72 Lake Panorama National course on the east side and the nine-hole Panorama West course on the west side.

Many buyers are seasonal or second-home purchasers as well as full-time residents. That mix affects showing schedules, winter access, and how a listing should be positioned. Off-season showings still happen; plan for shorter daylight, weather and confirming access to docks and shoreline when water levels and ice change what you can see.

Panora’s 2020 Census population was 1,091. Panorama Community School District serves Panora, Lake Panorama and nearby towns including Linden, Yale, Jamaica and Bagley. Confirm attendance boundaries for any specific address.

Wastewater, dredging and flood due diligence

Wastewater at the lake is not one system for every lot. Guthrie County materials describe a Lake Panorama On-Site Wastewater Management District for septic and on-site systems, and a South Panorama Sanitary District for portions of the development. Which system serves a property is address-specific and should be verified in due diligence—not assumed from a map pin.

The Lake Panorama Rural Improvement Zone (RIZ / LPRIZ) is a local government body formed in 1998 under Iowa Code Chapter 357H. It funds erosion control, sediment removal and water-quality improvements, including ongoing dredging of the upper basin and channel. It is not the sanitary-sewer utility; do not confuse RIZ dredging with wastewater service.

Flood and insurance exposure varies by exact location. Check FEMA flood maps and your insurer for the specific parcel rather than treating the whole lake as one zone. Elevations, shoreline improvements and unfinished lower levels can all matter.

Experience that fits the lake

Alex McConeghey has been a Realtor® since 2012 and has served more than 280 clients across Des Moines and Central Iowa, including closed buyer representation at Lake Panorama. He serves Lake Panorama and Panora as part of that practice—buyer and seller representation that accounts for LPA membership, shoreline and dock condition, lot type and seasonal demand. Lake deals need lake-specific diligence, not a copy-paste metro process.

FAQ

Common questions

Why does Lake Panorama need an agent with local lake experience?

Lake Panorama is a private association community with its own membership, assessments, building codes, dock and watercraft rules, and shoreline expectations. Lot type (waterfront, water-view, golf or off-water), dock and shoreline condition, and LPA requirements all affect price, due diligence and how a listing should be marketed. An agent who understands those details can keep buyers and sellers from missing issues that a generic metro listing approach would overlook.

What is the Lake Panorama Association (LPA)?

The Lake Panorama Association is the governing association for the private lake development north of Panora. Per LPA, membership starts with purchasing property in the development and completing a membership application. LPA sets property assessments by class, plus fees for items such as watercraft stickers, and publishes building codes, rules and regulations that owners must follow.

Do docks and boats have special rules?

Yes. LPA restricts boat access to members. Members need current Iowa DNR registration and current LPA stickers before a vessel goes in the water; stickers require registering with the LPA office, a security inspection and a current LPA account. LPA publishes length and horsepower limits for boats, pontoons and personal watercraft. Docks, including floating docks, require Iowa DNR registration, and many shoreline and dock projects require LPA permits.

Is Lake Panorama the same as the City of Panora?

No. LPA states that the association and the City of Panora are separate entities with separate utilities, maintenance and administration. Property inside LPA boundaries is handled through the LPA office, not City Hall. Panora itself is a Guthrie County city with a 2020 Census population of 1,091 and is served by Panorama Community School District.

What does RAW charge to list a Lake Panorama or Panora home?

RAW’s Full-Service Flat-Fee Listing is $4,895 + brokerage fees. Applicable brokerage fees, including a brokerage transaction fee, are added. Buyer’s-agent compensation is negotiated separately. For luxury, acreage or architecturally distinctive lake homes, RAW Signature adds $2,895 ($7,790 + applicable brokerage fees total).

Do you help buyers as well as sellers at the lake?

Yes. Buyer representation covers search, showings, offer strategy, negotiation, inspection and appraisal help, and closing coordination, including walking through LPA membership and due-diligence items before you tour. See the buyers page for how written buyer agreements work after the 2024 NAR settlement.
